7th fret of a 25.4" scale is 16.95" from the saddle... I'm not sure how important that .05" is to you

That's a pretty negligible difference compared with the expense and effort of making or buying a new template.

Not every manufacturer has always conformed to the "standard" scale lengths for ukuleles. Back when I first got interested in making instruments, I purchased several pre-fretted ukulele fretboards from Roy Cone of Ukulele World. These were leftovers from a defunct manufacturer. As Roy pointed out, the manufacturer referred to these as "tenor" scale, but in fact they only measured 14.74 in. scale. Maybe this explains why the manufacturer bellied up!

In any case I had a good time giving away concert scale cigar box ukes I made with them. I kept the first one, though:
