Pro tip: Don't waste the rosewood. Leave that for the real luthiers, will ya?

Thru neck guitars usually have one long neck stick and then some wings glued on to make it wide enough - it is a good way to use up scraps and you can do some nice things with contrasting woods. The design really doesn't lend itself to chambering or other weight reduction, I think you should just accept that its gong to be very heavy. Most of the thru neck instruments seem to be bass guitars. Don't forget that you have to build the geometry into the neck as you build the guitar - you have no wiggle room to set the neck angle. Melvyn Hiscock has a good description of a thru neck in his book and shows the geometry issues.

A solid rosewood electric guitar will be a heavy guitar, and it is an aesthetic consideration. It is not going to have improved “resonance”.

That said, I know that all rosewood necks and even solid rosewood guitars are very trendy right now. It is odd to me that precisely when rosewood harvest is so problematic people are looking for non traditional exorbitant uses; but I doubt the ocasional home built guitar is contributing to the problem.

There are no special construction issues that I know of. If you want an 11lbs guitar, have the coin, and like the esthetics, you would just build it like you would if you were using any other hardwood.

Does the fact the Guli lives in India mean the rosewood is a reasonable option?

If you have access to many pieces to choose from you could find some that was less dense or lighter. I'm sure that would sound better. Better yet, use Brazilian rosewood.

I don’t think being in India makes an all rosewood solid body guitar any lighter, or alter the construction, but it might be cheaper.

The Tele that George Harrison played in the Beatles' last public performance on the roof of Apple headquarters was an all rosewood guitar. Not a neck thru obviously being a Fender, but still all rosewood. Fender has made an all rosewood George Harrison Tele off and on ever since.

Warmoth makes electric guitar bodies and necks that are rosewood.
