Gee.... I did a couple of those back in the 80's. I shot the base coat in lacquer, and after it cured I would spray the top coat in rattle can enamel. Before it dried, I would hit it with a thin burst of clear lacquer which would make it crack. Let it dry well, and then begin adding lots of clear to smooth out the build a bit before sanding level. It was more work than a normal lacquer finish. This method looks easier.
